MASTER 1 PUBLIC MANAGEMENT

A first year of Master to prepare for the A category administrative competitions

The Master 1 in Public Management provides a progressive training to enable students to hold executive positions in the public service and to become operational to work in administration thanks to a practical approach.

The Master in Public Management provides a professional training programme that enables students to enter category A positions in the public service and to become operational in general administration, management and administrative service management functions. This training consists of a Master 1 preparing for competitive examinations and two Masters 2 offering the professional skills required to hold a managerial position in the public sector. This course accompanies students from the beginning of their professional project until it becomes a reality. The specialisation in "Public Management" corresponds perfectly with the evolution of the public sector, which increasingly uses management tools for its internal operations.

 

PUBLIC

INITIAL TRAINING: holders of a bachelor's degree in law, economics, management; arts, letters and languages; human and social sciences.
CONTINUING EDUCATION: holders of a bachelor's degree and proof of a professional experience (3 to 5 years).

 

OPPORTUNITIES

Master in Public Management graduates can manage the administrative and/or financial department of a local authority, a State administration, a public establishment or an organisation working in relation with them (legal or operational department). They also supervise the work of the category B and C administrative agents, analyse and synthesise legislative and regulatory documents for senior executives of local authorities, a State administration, a public establishment or for senior executives of organisations working in relation with them. He/she works directly with elected representatives to implement public policies as well as with companies, businesses or individuals who are partners of public authorities. He/she carries out research using legal databases and writes memoranda for agents of the public authority or for employees of organisations working with them.

ORGANISATION AND OBJECTIVES

The M1 aims to reinforce these achievements and to acquire new knowledge, in order to allow them to increase their chances of success for competitive examinations. In particular, it offers the possibility of following classes preparing for competitive examinations requiring specific knowledge (educational and cultural policies, defence, urban policy, etc.).

The first year includes approximately 500 hours of teaching per year, divided between lectures and tutorials over the two semesters.
There are various ways of assessing knowledge: written and oral exams, continuous assessment, reports writing, etc. In both courses, the teaching staff is composed of academics and contributors from the professional world of administration.

 

  • The specialisation in General and Territorial Administration focuses on administrative and management issues. It targets students who have already studied the fundamentals of law, economics and management; it offers a practical approach to administration with an internship of at least 8 weeks and the preparation of a thesis. The course is also a good preparation for the Public Service Entrance Exam.
  • The specialisation in Public Administration is managed by the “Institut de Préparation à l'Administration Gérérale (IPAG)” of the University of Lorraine. It targets more particularly students whose initial training is not in the field of law, economics and management, but who have, for the most part, a bachelor’s degree in public administration. This Master's degree enables them to reinforce their knowledge and methodology in view of the A and A+ category administrative competitions. It includes an optional internship.

Eligibility is based on an academic file and admission is based on an interview.

 

MASTER 1 AGT

For students holding a Bachelor’s degree in Business Administration, Management, Public Law, Public Administration and in Economic and Social Sciences.

Prerequisites:

1) A professional project related to the public sector

2) Knowing how to analyse a French public structure through a multidisciplinary approach

3) Knowing how to identify and responding to a specific problem in a French public organisation

 

MASTER 1 AP

For students holding a Bachelor’s degree in Public Law, Public Administration and in Economic and Social Sciences.

Prerequisites:

1) Planning to join the public service in the short term

2) Knowing the main French administrative institutions

CONTINUING EDUCATION: application + interview for working professionals or those covered by the Validation of Professional and Personal Experience (VAPP - law 1985) or the Validation of Acquired Experience (VAE).

MASTER 2 PUBLIC MANAGEMENT

A Master 2 in Public Management organised around two specialities: Management of Administrative Services and Management of Public Organisations

This Master aims to develop the skills that are essential to evolve in a management position within an administration and to consolidate professional skills in order to boost your career!

The Master in Public Management provides a professional training programme that enables students to enter category A positions in the public service and to become operational in general administration, management and administrative service management functions.   • CONTINUING EDUCATION: Professionals in continuing education covered by the Validation of Professional and Personal Experience.

Prerequisites:

1) A professional project related to the public sector

2) Being able to use easily the fundamental concepts of the organisation and competences of the French State administrations and local authorities, including their relations with the European Union

3) Identify legal, financial and economic bases of the structure and activity of French public administrations

 

MASTER 2 MOP

Prerequisites:

1) A professional project related to the public sector

2) Being able to use easily the fundamental concepts of the organisation and competences of the French State administrations and local authorities, including their relations with the European Union

3) Identify legal, financial and economic bases of the structure and activity of French public administrations

4) Using methods and techniques of organisational management for the preparation and implementation of decisions in French public organisations.

 

CONTINUING EDUCATION: application + interview for working professionals or those covered by the Validation of Professional and Personal Experience (VAPP - law 1985) or the Validation of Acquired Experience (VAE).
